Unless otherwise provided by this section, foreign\n\napplicants and international medical school graduate applicants\n\nshall otherwise meet all requirements for full and unrestricted\n\nlicensure as provided in Sections 492.1 and 493.1 of this title.\n\nB. 1. A foreign applicant for full and unrestricted licensure\n\nshall possess the degree of Doctor of Medicine or a Board-approved\n\nequivalent based on satisfactory completion of educational programs\n\nfrom a foreign medical school as evidenced by the Educational\n\nCommission for Foreign Medical Graduates (ECFMG).\n\n2. In the event the foreign medical school utilized clerkships\n\nin the United States, its territories or possessions, such\n\nclerkships shall have been performed in hospitals and schools that\n\nhave programs accredited by the Accreditation Council for Graduate\n\nMedical Education (ACGME).\n\nC. 1. An international medical school graduate may apply for\n\nlimited licensure. The Board may issue a limited license of defined\n\nduration to an international medical school graduate upon finding\n\nsufficient evidence that the international medical school graduate\n\nhas:\n\na. graduated from a medical school which meets the\n\nrequirements of the Educational Commission for Foreign\n\nMedical Graduates (ECFMG), and\n\nb. paid any application fee as set by the Board.\n\n2. The Board shall also find sufficient evidence of the\n\ncompetency of the international medical school graduate through the\n\nfollowing:\n\na. verification of successful completion of a three-year\n\npostgraduate training program in the graduate's\n\nlicensing country, or\n\nb. verification that the applicant otherwise practiced as\n\na medical professional performing the duties of a\n\nphysician for at least three (3) of the last five (5)\n\nyears outside the United States verified by the\n\nemployer or health care provider.\n\n3. An applicant under subparagraphs a and b of paragraph 1 of\n\nthis subsection shall submit sufficient evidence that the applicant\n\nis an international medical school graduate and has an offer for\n\nemployment as a physician at a health care provider that operates in\n\nthis state and has a postgraduate training program accredited by the\n\nAccreditation Council for Graduate Medical Education (ACGME) in\n\nplace.\n\n4. During the term of the limited license, an international\n\nmedical school graduate who is granted a limited license under\n\nsubparagraphs a and b of paragraph 1 of this subsection shall only\n\nprovide medical services at a health care provider that has in place\n\npostgraduate training program accredited by the Accreditation\n\nCouncil for Graduate Medical Education (ACGME).\n\n5. An international medical school graduate who is granted a\n\nlimited license shall be supervised by the chair of the department\n\nwithin the applicant's intended practice during the term of the\n\nlimited license.\n\n6. Three (3) years after the first date the limited licensee\n\nbegins to practice medicine at a health care provider in this state,\n\nthe Board may grant a full and unrestricted license to practice\n\nmedicine to a limited licensee under subparagraphs a and b of\n\nparagraph 1 of this subsection who:\n\na. is in good standing without disciplinary actions or\n\ninvestigations pending from his or her limited\n\nlicensure period, and\n\nb. provides documentation of a passing score for United\n\nStates Medical Licensing Examination (USMLE) Step 1, 2\n\nCK, and 3.\n\n7. A limited licensee who obtains a full and unrestricted\n\nlicense is not thereafter subject to the restriction of practicing\n\nat a health care provider with a postgraduate training program.\n\n8. As used in this subsection, \"health care provider\" means a\n\nfacility that will be employing the licensee within an academic\n\nhealth system or the Oklahoma State University College of\n\nOsteopathic Medicine.\n\nD. Any foreign applicant or international medical school\nlicense is not thereafter subject to the restriction of practicing\n\nat a health care provider with a postgraduate training program.\n\n8. As used in this subsection, \"health care provider\" means a\n\nfacility that will be employing the licensee within an academic\n\nhealth system or the Oklahoma State University College of\n\nOsteopathic Medicine.\n\nD. Any foreign applicant or international medical school\n\ngraduate shall have a command of the English language that is\n\nsatisfactory to the State Board of Medical Licensure and\n\nSupervision, determined by the Educational Commission for Foreign\n\nMedical Graduates (ECFMG).\n\nE. The Board may promulgate rules requiring all foreign\n\napplicants to satisfactorily complete at least twelve (12) months\n\nand up to twenty-four (24) months of Board-approved progressive\n\ngraduate medical training as determined necessary by the Board for\n\nthe protection of the public health, safety, and welfare.\n\nF. All credentials, diplomas and other required documentation\n\nin a foreign language submitted to the Board by such applicants\n\nshall be accompanied by notarized English translations performed by\n\nan institution accredited by the North Central Association of\n\nColleges and Schools.\n\nG. Foreign applicants and international medical school\n\ngraduates shall provide satisfactory evidence of having met the\n\nrequirements for permanent residence or temporary nonimmigrant\n\nstatus as set forth by the United States Immigration and\n\nNaturalization Service.\n\nH. The Board requires original source verification of the\n\nEducational Commission for Foreign Medical Graduates (ECFMG)\n\nCertification or Medical Council of Canada Qualifying Examination\n\n(MCCQUE) Certification.\n\nI. The applicant shall not have committed or been found guilty\n\nby a competent authority, United States or foreign, of any conduct\n\nthat would constitute grounds for disciplinary action under this act\n\nor rules by the Board. The Board may modify this restriction for\n\ncause.\n\nJ.
