There is established a special volunteer license for\n\neligible volunteers from a medically related field who are retired\n\nfrom active practice or actively licensed in another state and\n\npracticing in that state and wish to donate their expertise for the\n\ncare and treatment of indigent and needy persons of this state.\n\n2. For purposes of this section:\n\na. “eligible volunteer” means a physician, physician\n\nassistant, nurse, dentist, optometrist or pharmacist,\n\nand\n\nb. “nurse” means an advanced practice nurse, advanced\n\nregistered nurse practitioner, registered nurse, or\n\nlicensed practical nurse.\n\n3. The special volunteer license shall be:\n\na. issued by the State Board of Medical Licensure and\n\nSupervision to eligible physicians and physician\n\nassistants, by the Board of Osteopathic Examiners to\n\neligible physicians, by the Oklahoma Board of Nursing\n\nto eligible nurses, the Board of Dentistry to eligible\n\ndentists, the Board of Examiners in Optometry to\n\neligible optometrists, and by the Board of Pharmacy to\n\neligible pharmacists,\n\nb. issued without the payment of an application fee,\n\nlicense fee or renewal fee,\n\nc. issued or renewed without any continuing education\n\nrequirements in this state,\n\nd. issued for a period of time to be determined by the\n\napplicable board, and\n\ne. renewable upon approval of the applicable Board.\n\nB. An eligible volunteer shall meet the following requirements\n\nbefore obtaining a special volunteer license:\n\n1. Completion of a special volunteer license application,\n\nincluding, as applicable, documentation of:\n\na. the medical school graduation of the physician,\n\nb. the completion of a physician assistant program by a\n\nphysician assistant,\n\nc. the completion of the basic professional curricula of\n\na school of nursing by the nurse,\n\nd. the dental school graduation of the dentist,\n\ne. the optometry school graduation of the optometrist, or\n\nf. the school or college of pharmacy graduation of a\n\npharmacist, and\n\ng. the relevant practice history of the applicant;\n\n2. Documentation or electronic verification that the eligible\n\nvolunteer has been previously issued a full and unrestricted license\n\nto practice in Oklahoma or in another state of the United States and\n\nwritten acknowledgment that he or she has never been the subject of\n\nany professional disciplinary action in any jurisdiction;\n\n3. Written acknowledgement that the practice of the eligible\n\nvolunteer under the special volunteer license will be exclusively\n\nand totally devoted to providing care to needy and indigent persons\n\nin Oklahoma or to providing care under the Oklahoma Medical Reserve\n\nCorps; and\n\n4. Written acknowledgement that the eligible volunteer shall\n\nnot receive or have the expectation to receive any payment or\n\ncompensation, either direct or indirect, for any services rendered\n\nin this state under the special volunteer license.
