A laser practitioner shall only perform laser hair removal\n\nusing lasers or pulsed light devices approved by the United States\n\nFood and Drug Administration (FDA) for noninvasive procedures.\n\nB. A person shall not perform or attempt to perform laser hair\n\nremoval unless the person holds the appropriate health professional\n\nlicense or certificate as defined in Section 538.2 of this title, or\n\nthe person is a laser practitioner performing laser hair removal\n\nunder the supervision of a physician as defined in paragraphs 1\n\nthrough 6 of subsection A of Section 725.2 of this title, a\n\ncertified physician assistant, or a certified Advanced Practice\n\nRegistered Nurse. A laser practitioner who is not a physician shall\n\ncomplete a laser practitioner training and education program. A\n\nlaser training and education program may be completed internally at\n\nthe laser hair removal facility or via a third party, provided such\n\nthird-party program is overseen by a physician. A laser\n\npractitioner training and education program shall include forty (40)\n\ntotal hours of training, which may be a combination of didactic\n\ntraining, in-person hands-on training, and performance of laser hair\n\nremoval procedures.\n\nC. A laser hair removal facility shall be overseen by a\n\nphysician, as defined in paragraphs 1 through 6 of subsection A of\n\nSection 725.2 of this title, a certified physician assistant, or a\n\ncertified Advanced Practice Registered Nurse.\n\nD. The overseeing physician shall:\n\n1. Establish proper protocols for laser hair removal provided\n\nat a facility including, but not limited to, complication\n\nmanagement. A laser practitioner shall follow all written procedure\n\nprotocols established and revised by the overseeing physician. Such\n\nprotocols shall require utilizing a physician, physician assistant,\n\nor Advanced Practice Registered Nurse for complication management;\n\n2. Determine the number of laser practitioners under such\n\nphysician's supervision; and\n\n3. Review not less than ten percent (10%) of laser hair removal\n\npatient records.\n\nEvery physician or physician assistant or Advanced Practice\n\nRegistered Nurse shall establish a relationship with patients which\n\nshall include an initial evaluation, prior to treatment, that is\n\neither face-to-face or via telemedicine that is performed by the\n\nphysician or physician assistant or Advanced Practice Registered\n\nNurse.\n\nAs part of the patient relationship, each physician or certified\n\nphysician assistant or certified Advanced Practice Registered Nurse\n\nshall create a patient chart. The chart shall contain an informed\n\nconsent, a treatment plan that includes risks, benefits,\n\nalternatives, follow-up, and care for potential complications.\n\nE. A physician shall not be required to be physically present\n\nor to supervise laser hair removal, but shall be available for\n\ncommunication during the procedure, either in person or by two-way,\n\nreal time interactive communication.\n\nF. The conduct of allopathic physicians and physician\n\nassistants pursuant to this act shall be regulated by the State\n\nBoard of Medical Licensure and Supervision. The conduct of\n\nosteopathic physicians pursuant to this act shall be regulated by\n\nthe State Board of Osteopathic Examiners. The conduct of Registered\n\nNurses, Licensed Practical Nurses, and Advanced Practice Registered\n\nNurses pursuant to this act shall be regulated by the Oklahoma Board\n\nof Nursing.\n\nG.
