The Compact and the Commission's rulemaking authority shall\n\nbe liberally construed so as to effectuate the purposes and the\n\nimplementation and administration of the Compact. Provisions of the\n\nCompact expressly authorizing or requiring the promulgation of rules\n\nshall not be construed to limit the Commission's rulemaking\n\nauthority solely for those purposes.\n\nB. The provisions of the Compact shall be severable, and if any\n\nphrase, clause, sentence, or provision of the Compact is held by a\n\ncourt of competent jurisdiction to be contrary to the constitution\n\nof any participating state, a state seeking participation in the\n\nCompact, or of the United States, or the applicability thereof to\n\nany government, agency, person, or circumstance is held to be\n\nunconstitutional by a court of competent jurisdiction, the validity\n\nof the remainder of the Compact and the applicability thereof to any\n\nother government, agency, person, or circumstance shall not be\n\naffected thereby.\n\nC. Notwithstanding subsection B of this section, the Commission\n\nmay deny a state's participation in the Compact or, in accordance\n\nwith the requirements of subsection B of Section 10 of this Compact,\n\nterminate a participating state's participation in the Compact, if\n\nit determines that a constitutional requirement of a participating\n\nstate is, or would be with respect to a state seeking to participate\n\nin the Compact, a material departure from the Compact.
