Except as provided in subsection D of this section, the\n\nState Board of Veterinary Medical Examiners and its employees,\n\nindependent contractors, appointed committee members, or other\n\nagents shall keep confidential, all information obtained:\n\n1. During an investigation of citizen complaints into\n\nallegations of violations of the Oklahoma Veterinary Practice Act,\n\nincluding:\n\na. any review or investigation made to determine whether\n\nto allow an applicant to take an examination, or\n\nb. whether the Board shall grant a certificate, license,\n\nor permit; and\n\n2. In the course of conducting an investigation, including:\n\na. investigative reports provided to the Board by a\n\nregistrant, and\n\nb. examinations and test scores.\n\nB. To ensure the confidentiality of the information for the\n\nprotection of the affected individual or entity, the information\n\nobtained shall not be deemed to be a record as that term is defined\n\nin the Oklahoma Open Records Act.\n\nC. Except as provided in subsection D of this section,\n\ninformation obtained by the Board or any of its agents shall be\n\nconsidered competent evidence in a court of competent jurisdiction\n\nonly in matters directly related to actions of the Board and the\n\naffected individual or entity as a result of the Board obtaining the\n\ninformation and the information shall not be admissible as evidence\n\nin any other type of civil or criminal action.\n\nD. At the discretion of the Board or any committee designated\n\nby the Board and in the interest of protecting the health, safety\n\nand welfare of the public, any information contained in the\n\ninvestigation files of the Board may upon request be provided to the\n\nfollowing:\n\n1. Any board or commission of the District of Columbia or any\n\nstate or territory of the United States which exercises disciplinary\n\nauthority; and\n\n2.
