The State Board of Veterinary Medical Examiners shall\n\nconsist of six (6) members, appointed by the Governor with the\n\nadvice and consent of the Senate. The Board shall consist of five\n\nlicensed veterinarian members, and one lay person representing the\n\ngeneral public.\n\n2. Each veterinary member shall be a graduate of an approved\n\nschool of veterinary medicine, shall be a currently licensed\n\nveterinarian and shall have held an active license for the three (3)\n\nyears preceding appointment to the Board. One member shall be\n\nappointed from each congressional district and any remaining members\n\nshall be appointed from the state at large. However, when\n\ncongressional districts are redrawn each member appointed prior to\n\nJuly 1 of the year in which such modification becomes effective\n\nshall complete the current term of office and appointments made\n\nafter July 1 of the year in which such modification becomes\n\neffective shall be based on the redrawn districts. Appointments\n\nmade after July 1 of the year in which such modification becomes\n\neffective shall be from any redrawn districts which are not\n\nrepresented by a board member until such time as each of the\n\nmodified congressional districts are represented by a board member.\n\nNo appointments may be made after July 1 of the year in which such\n\nmodification becomes effective if such appointment would result in\n\nmore than two members serving from the same modified district.\n\n3. Of the five licensed veterinarian members, one must be an\n\nequine practitioner and one must be a large animal practitioner.\n\n4. The lay member shall have no financial interest in the\n\nprofession other than as a consumer or potential consumer of its\n\nservices.\n\n5. Members must be residents of this state and be persons of\n\nintegrity and good reputation. No member shall be a registered\n\nlobbyist. No member shall be an officer, board member or employee\n\nof a statewide or national organization established for the purpose\n\nof advocating the interests of or conducting peer review of\n\nveterinarians licensed pursuant to the Oklahoma Veterinary Practice\n\nAct.\n\nB. Members of the Board shall be appointed for a term of five\n\n(5) years. No member shall serve consecutively for more than two\n\n(2) terms. Not more than two (2) terms shall expire in each year,\n\nand vacancies for the remainder of an unexpired term shall be filled\n\nby appointment by the Governor. Members shall serve beyond the\n\nexpiration of their term until a successor is appointed by the\n\nGovernor. The Governor shall appoint to a vacancy within ninety\n\n(90) days of the beginning of the vacancy. Nominees considered by\n\nthe Governor for appointment to the Board must be free of pending\n\ndisciplinary action or active investigation by the Board.\n\nC. A member may be removed from the Board by the Governor for\n\ncause which shall include, but not be limited to, if a member:\n\n1. Ceases to be qualified;\n\n2. Is found guilty by a court of competent jurisdiction of a\n\nfelony or unlawful act which involves moral turpitude;\n\n3. Is found guilty of malfeasance, misfeasance or nonfeasance\n\nin relation to Board duties;\n\n4. Is found mentally incompetent by a court of competent\n\njurisdiction;\n\n5. Is found in violation of the Oklahoma Veterinary Practice\n\nAct; or\n\n6.
