An original certification as a state certified general or a\n\nstate certified residential or state licensed appraiser shall not be\n\nissued to any person who does not possess the equivalent of the\n\nminimum requirements of experience promulgated by the Appraiser\n\nQualifications Board of the Appraisal Foundation in real property\n\nappraisal supported by adequate written reports or file memoranda.\n\nProvided, no experience shall be required for a trainee appraiser.\n\nProvided, any state licensed appraiser who becomes state licensed\n\nprior to July 1, 2001, shall not be required to attain the minimum\n\nrequirements of experience promulgated by the Appraiser\n\nQualifications Board to maintain certification as a state licensed\n\nappraiser.\n\nB. Each applicant for certification as a state certified\n\ngeneral or a state certified residential or state licensed appraiser\n\nshall furnish under oath a detailed listing of the real estate\n\nappraisal reports or file memoranda for each year for which\n\nexperience is claimed by the applicant. Upon request, the applicant\n\nshall make available to the Real Estate Appraiser Board for\n\nexamination, a sample of appraisal reports which the applicant has\n\nprepared in the course of that applicant's appraisal practice.\n\nC. Each applicant for a certification upgrade to a state\n\ncertified general or a state certified residential or state licensed\n\nappraiser shall be required to meet the prerequisites for the\n\ncertification sought as provided in Section 858-712 of this title\n\nand the minimum requirements promulgated by the Appraiser\n\nQualifications Board of the Appraisal Foundation as required by\n\nsubsection A of this section. The application for a certification\n\nupgrade shall be processed as provided for an application for\n\noriginal certification, except all applications for certification\n\nupgrades shall be expedited. During the initial review period, all\n\nqualifications and experience including review of sample appraisal\n\nreports submitted shall be considered. Upon completion of the\n\ninitial review, the applicant shall be notified as to whether or not\n\nthe application for certification upgrade is approved. In the event\n\nan application for a certification upgrade is denied, a second\n\nreview shall automatically commence. During a second review, the\n\napplicant may be required to submit different sample appraisal\n\nreports as authorized in subsection B of this section or other\n\ninformation requested by the Board or reviewer which would tend to\n\nclarify or assist in determining the applicant's qualifications and\n\nexperience relating to the certification being sought. Following\n\nthe completion of the second review, the applicant shall be notified\n\nin writing by the Board as to whether or not the application for\n\ncertification upgrade is approved, and if denied, the notification\n\nshall state recommendations for improving qualifications and\n\nexperience and any criteria for reapplication.\n\nD. In order to expedite the application process provided in\n\nthis section, the Real Estate Appraiser Board shall employ by\n\ncontract, as necessary, a qualified appraiser or appraisers to\n\nreview the applicants’ experience for compliance with the minimum\n\nrequirements promulgated by the Appraiser Qualifications Board of\n\nthe Appraisal Foundation as required by subsection A of this\n\nsection.
