Appraisal Management Companies shall comply with the\n\nappraisal independence requirements of Section 129E(a) through (i)\n\nof the Truth in Lending Act, 15 U.S.C., Section 1639e(a) through\n\n(i), and regulations thereunder.\n\nB. It shall be unlawful and a violation of the Oklahoma\n\nAppraisal Management Company Regulation Act for any employee,\n\npartner, director, officer, or agent of an AMC to influence or\n\nattempt to influence the development, reporting, result, or review\n\nof an appraisal through coercion, extortion, collusion,\n\ncompensation, inducement, intimidation, bribery or in any other\n\nmanner, including but not limited to:\n\n1. Withholding or threatening to withhold timely payment or\n\npartial payment for an appraisal with the exception of a substandard\n\nor noncompliant appraisal;\n\n2. Withholding or threatening to withhold, either expressed or\n\nimplied, future business from, or demoting or terminating or\n\nthreatening to demote or terminate an appraiser;\n\n3. Promising, either expressed or implied, future business,\n\npromotions, or increased compensation for an appraiser;\n\n4. Conditioning an assignment of an appraisal or the payment of\n\nan appraisal fee or salary or bonus on the opinion, conclusion, or\n\nvaluation to be reached, or on a preliminary estimate or opinion\n\nrequested from an appraiser;\n\n5. Requesting that an appraiser provide an estimated,\n\npredetermined, or desired valuation in an appraisal, or provide\n\nestimated values or comparable sales at any time prior to the\n\nappraiser's completion of an appraisal;\n\n6. Providing to an appraiser an anticipated, estimated,\n\nencouraged, or desired value for a subject property or a proposed or\n\ntarget amount to be loaned to the borrower, except that a copy of\n\nthe sales contract for purchase transactions may be provided;\n\n7. Providing to an appraiser, or any entity or individual\n\nrelated to the appraiser, stock or other financial or nonfinancial\n\nbenefit or thing of value;\n\n8. Allowing or directing the removal of an appraiser from an\n\nappraiser panel, or the addition of an appraiser to an exclusionary\n\nlist of disapproved appraisers used by any entity, without prior\n\nwritten notice to such appraiser;\n\n9. Any other act or practice that impairs or attempts to impair\n\nan appraiser's independence, objectivity, or impartiality;\n\n10. Submitting or attempting to submit false, misleading, or\n\ninaccurate information in any application for registration or\n\nrenewal;\n\n11. Failing to timely respond to any subpoena or any other\n\nrequest for information;\n\n12. Failing to timely obey an administrative order of the\n\nBoard; or\n\n13. Failing to fully cooperate in any investigation.\n\nC. Nothing in subsection B of this section shall be construed\n\nas prohibiting the AMC from requesting that an appraiser:\n\n1. Provide additional information about the basis for a\n\nvaluation including consideration of additional comparable data; or\n\n2.
