The Commissioner and the Board shall\n\nhave the power to subpoena witnesses, compel their attendance,\n\nrequire the production of evidence, administer an oath and examine\n\nany person under oath in connection with any subject relating to\n\nduty imposed upon or a power vested in the Commissioner. These\n\npowers shall be enforced by the district court of the district in\n\nwhich the hearing is held.\n\nB. Declaratory order. The Board may, on petition of any\n\ninterested person and after hearing, issue a declaratory order with\n\nrespect to the applicability of this Code or a rule issued hereunder\n\nto any person, property or state of facts. The orders shall bind\n\nthe Board and all parties to the proceeding on the state of facts\n\ndeclared unless it is modified or reversed by a court. A\n\ndeclaratory order may be reviewed and enforced in the same manner as\n\nother orders of the Commissioner, but the refusal to issue a\n\ndeclaratory order shall not be reviewable.\n\nC. Civil or criminal liability - Good faith as defense.
