Borrowing - Capital debentures. A bank may borrow money and\n\nissue evidence of indebtedness and may issue convertible or\n\nnonconvertible capital notes or debentures subject to such terms,\n\nconditions or limitations as may be prescribed by the Board by\n\norder, rule or regulation. Capital notes or debentures which are by\n\ntheir terms expressly subordinated to the prior payment in full of\n\nall deposit liabilities of the bank shall be considered as part of\n\nthe unimpaired capital funds of the bank for the purpose of the\n\ncomputation of the bank's loan and investment limit.\n\nB. Rediscounting notes to Federal Reserve.
