Except as provided in Section 411 of this title, no bank,\n\nbanker or bank official shall give preference to any depositor,\n\nborrower, or creditor by pledging the assets of the bank as\n\ncollateral security. No bank, banker or bank official shall sell or\n\ntransfer any of the assets of any insolvent bank in consideration of\n\nany deposit in such bank. Any officer, director or employee of any\n\nbank who violates any provision of this section shall be guilty of a\n\nClass D1 felony offense and upon conviction thereof shall be\n\npunished by a fine of not less than One Hundred Dollars ($100.00),\n\nnor more than One Thousand Dollars ($1,000.00), or by imprisonment\n\nas provided for in subsections B through F of Section 20N of Title\n\n21 of the Oklahoma Statutes, or by both such fine and imprisonment.\n\nB. No attachment, injunction, execution or other recordation\n\nwhich constitutes a lien under the laws of this state upon the\n\nproperty of a bank created, organized or existing under or by virtue\n\nof the laws of this state, shall be issued against such a bank or\n\nits property before final judgment in any suit, action or proceeding\n\nin any federal, state, county or municipal court. As used in this\n\nsubsection, “final judgment” shall mean a judgment on the merits\n\nfrom which no appeal can be taken or the time in which to file an\n\nappeal has elapsed and not merely a judgment rendered.\n\nC.
