A copy of an environmental covenant shall be provided by the\n\npersons and in the manner required by the agency to:\n\n1. Each person that signed the covenant;\n\n2. Each person holding a recorded interest in the real property\n\nsubject to the covenant;\n\n3. Each person in possession of the real property subject to\n\nthe covenant;\n\n4. Each municipality or other unit of local government in which\n\nreal property subject to the covenant is located; and\n\n5. Any other person the agency requires.\n\nB.
