The State Treasurer shall consider any claim filed under the\n\nUniform Unclaimed Property Act and may hold a hearing and receive\n\nevidence concerning it. The procedure to be followed hereunder\n\nshall be as prescribed by the Administrative Procedures Act. If a\n\nhearing is held, the State Treasurer shall prepare a finding and\n\ndecision in writing on each claim filed, stating the substance of\n\nany evidence heard by the State Treasurer and the reasons for the\n\nState Treasurer’s decision. The decision shall be a public record.\n\nB. Upon approval by the State Treasurer, the claim shall be\n\npaid forthwith from the Unclaimed Property Fund. The claim shall be\n\npaid without deduction for costs of notices or sale or for service\n\ncharges.\n\nC. The State Treasurer shall not pay monies to rightful owners,\n\nor their heirs, devisees, and assigns, exceeding the reimbursement\n\namount the Treasurer shall receive from the Mineral Owner’s Fund\n\nattributable to such payments to rightful owners, or their heirs,\n\ndevisees, and assigns.\n\nD.
