Stat. tit. 61, § 61-12","heading":"Plans and specifications - Approval","body":"All plans and specifications for the erection of public\n\nbuildings subject to Section 11 of this title shall be submitted\n\nprior to bidding and awarding of contract to the State Fire Marshal\n\nor other authority having jurisdiction. Such plans and\n\nspecifications shall be checked for compliance with Section 11 of\n\nthis title, and no construction contract for any public building\n\nshall be awarded unless and until said plans and specifications are\n\napproved as being in compliance with Section 11 of this title by the\n\nappropriate governmental agency. If public buildings are to be\n\nfinanced by state funds, the Office of Management and Enterprise\n\nServices shall approve said plans and specifications.
