A municipality or rural water district may enter into a\n\nmulti-year contract for painting and other maintenance of water\n\nstorage tanks and appurtenant facilities if the contract contains a\n\ncontingency provision whereby the municipality or district is not\n\nobligated to make any payment, in any year, in an amount exceeding\n\nthe income and revenue provided for such year.\n\nB.
