Stat. tit. 61, § 61-209","heading":"Rulemaking","body":"The Director of the Office of Management and Enterprise Services\n\nshall promulgate rules:\n\n1. For state agencies to perform minor construction projects;\n\n2. Specifying building codes pursuant to the Oklahoma Uniform\n\nBuilding Code Commission Act for construction projects;\n\n3. Permitting state agencies who have the expertise, upon\n\nwritten application to the Office of Management and Enterprise\n\nServices, to perform any part of the responsibilities of the Office\n\npursuant to the provisions of the Public Facilities Act for a\n\nspecific project;\n\n4. Specifying procedures and guidelines for the implementation\n\nof shared savings financing by state agencies;\n\n5. Specifying energy conservation performance guidelines, for\n\nconducting a life cycle cost analysis of alternative architectural\n\nand engineering designs and alternative major items of energy-\n\nconsuming equipment to be retrofitted in existing state-owned or\n\nleased structures and for developing energy performance indices to\n\nevaluate the efficiency of energy utilization for completing designs\n\nin the construction of state-financed and leased structures;\n\n6. The time, manner, authentication, and form of making\n\nrequisitions to the Office;\n\n7. The form and manner of submission for bids or proposals and\n\nthe manner of accepting and opening bids or proposals that may\n\ninclude online bids pursuant to the Oklahoma Online Bidding Act;\n\n8. The manner for a state agency to acquire services for\n\nconstruction projects;\n\n9. Conditions under which any of the rules herein authorized\n\nmay be waived;\n\n10. The form of any document the Director requires;\n\n11. Specifying provisions a state agency shall follow to adhere\n\nto acquisition, contract, contract management and other provisions\n\nof this title; and\n\n12.
