Stat. tit. 61, § 61-317","heading":"Oil and gas or mineral leases of state lands other than","body":"Capitol lands and parkways.\n\nThe Office of Management and Enterprise Services is hereby\n\nauthorized and empowered to sell and execute oil and gas leases, and\n\nother mining leases, on any of the lands of this state under the\n\ncontrol of said Office of Management and Enterprise Services. Sale\n\nof Oklahoma State Capitol lands or parkways or the Executive Mansion\n\nlands shall be made upon a basis of a retained royalty of not less\n\nthan one-eighth (1/8) of all the oil, gas, and other minerals\n\nproduced therefrom, and such additional cash bonus as may be\n\nprocured. Such leases shall contain a provision that in the event\n\nof the discovery of natural gas, gas shall be furnished free of\n\ncharge to any state institution located or hereafter located upon\n\nthe lands covered by said lease, or leases. Said leases shall be\n\nsold only after advertisement for a period of three (3) weeks\n\nelectronically on an authorized state website and in a legal\n\nnewspaper published and of general circulation in the county in\n\nwhich said lands are located. The sale shall be made to the highest\n\nresponsible bidder, and all bids for any tract shall be presented to\n\nthe Office of Management and Enterprise Services electronically or\n\nin sealed envelopes, and shall all be opened and considered at the\n\nsame time. Said Office of Management and Enterprise Services shall\n\nhave the right to reject any and all of said bids and again\n\nreadvertise said lease, or leases, for sale.\n\nThe Office of Management and Enterprise Services is further\n\nauthorized to make and promulgate such additional rules and\n\nregulations as he may deem necessary and for the best interest of\n\nthe state in facilitating the sale of said leases. The Director may\n\ncontract with other state agencies to implement the provisions of\n\nthis section and any expenses charged under such contract may be\n\npaid from the proceeds of the lease.\n\nAll monies derived from the sale of any and all of said leases,\n\nand from any royalties subsequently accruing, after deduction of the\n\namount required to pay necessary and actual expenses of developing\n\nthe lease, shall be paid into the State Treasury and credited to the\n\nMaintenance of State Buildings Revolving Fund.","path":["OK Code","Title 61"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os61.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"358663da63c368e10a7ff2197b72ce7bfdfbf6b73b2f104042b4e752fcf4469e","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-61-61-316","next":"us-ok/okla.-stat.-tit.-61-61-318"},"notice":"GroundRules: Original legal text.
