When historic significance, location, advancement of the\n\nlong term capital asset plan or other factors make disposition of\n\nstate-owned properties under Section 327 of this title not in the\n\nbest interest of the state, the Office of Management and Enterprise\n\nServices may invite the presentation of written proposals for the\n\npurchase , lease, sale, exchange, construction, maintenance, repair,\n\nimprovement, development, or redevelopment of state-owned property\n\nprovided the property meets one or more of the following criteria:\n\n1. The property is listed on the National Register of Historic\n\nPlaces;\n\n2. The property is designated by the Oklahoma Historical\n\nSociety as a property of historical interest or significance;\n\n3. The property is located within the Oklahoma State Capitol\n\nComplex; or\n\n4. The property is located within a campus owned by the State\n\nof Oklahoma.\n\nB. Proposals shall be evaluated by a committee selected by the\n\nDirector of the Office of Management and Enterprise Services which\n\nshall include at least one member of the Long-Range Capital Planning\n\nCommission or a designee. The evaluation of the proposals shall be\n\nbased on the principal criteria of:\n\n1. The proposal's economic benefits, cultural benefits, job\n\ncreation potential, advancement of long term capital asset plan or\n\nother benefits to the State of Oklahoma and the general public;\n\n2. The qualifications and experience of the construction or\n\nmaintenance provider, developer, or redeveloper;\n\n3. The financial ability of the construction or maintenance\n\nprovider, developer, or redeveloper to complete the redevelopment in\n\na timely fashion; and\n\n4. When applicable, the fidelity of the proposed renovation or\n\nredevelopment with the historic significance of the property.\n\nC.
