Stat. tit. 61, § 61-327.3","heading":"Transfer of certain public buildings to the Board of","body":"Regents for the Oklahoma Agricultural and Mechanical Colleges –\n\nAuthority to lease and purchase properties and facilities for\n\nrelocation.\n\nA. Provided the United States government provides funding to\n\nthe United States Department of Veterans Affairs for the Oklahoma\n\nVeterans Inpatient Facility in Tulsa through the Communities Helping\n\nInvest through Property and Improvements Needed for Veterans Act of\n\n2016 (CHIP IN for Vets Act), effective January 1, 2021, title,\n\nownership and possession of the Robert S. Kerr and J. Howard\n\nEdmondson State Office Buildings and all real estate and structures,\n\nparking and other improvements attached thereto, located at 440 and\n\n444 S. Houston Street in Tulsa County, are hereby transferred to the\n\nBoard of Regents for the Oklahoma Agricultural and Mechanical\n\nColleges. Provided such transfer occurs, related construction shall\n\ncommence no later than July 1, 2021.\n\nB. The Office of Management and Enterprise Services shall take\n\nall actions necessary to reflect such transfer in the land records\n\nof Tulsa County and to transfer all leases for space within the\n\nbuildings to the Board of Regents for the Oklahoma Agricultural and\n\nMechanical Colleges as lessor. Tenants under said leases shall\n\ncontinue to have quiet enjoyment of the premises until relocation to\n\nnew quarters.\n\nC. Beginning July 1, 2021, for state agencies housed within the\n\nRobert S. Kerr and J. Howard Edmondson buildings, up to one hundred\n\nthousand (100,000) square feet shall be made available to tenants,\n\nand such tenants shall pay the monthly rental rate, determined by\n\nthe Office of Management and Enterprise Services, to the Board of\n\nRegents for the Oklahoma Agricultural and Mechanical Colleges until\n\nsuch time as those agencies are relocated. The Office of Management\n\nand Enterprise Services and tenants of the Robert S. Kerr and J.\n\nHoward Edmondson State Office Buildings may, at their discretion,\n\nremove selected fixtures, furniture and equipment, including\n\nsignage, that are not critical to the operation of the buildings.\n\nD. Upon transfer, the Board of Regents for the Oklahoma\n\nAgricultural and Mechanical Colleges shall become solely responsible\n\nfor operation and maintenance of the Robert S. Kerr and J. Howard\n\nEdmondson buildings. Operation and maintenance shall include\n\npayment of all utilities, insurance, assessments, agreements and\n\nother expenses. At the discretion of the Board of Regents for the\n\nOklahoma Agricultural and Mechanical Colleges, contracts for goods\n\nand services for operation and maintenance of the Robert S. Kerr and\n\nJ. Howard Edmondson buildings may be assigned by the Office of\n\nManagement and Enterprise Services to the Board.\n\nE. The Office of Management and Enterprise Services is hereby\n\nauthorized to lease and purchase properties and facilities owned or\n\npurchased by the Commissioners of the Land Office, within the Tulsa\n\nmetro area for the relocation of the state agencies currently housed\n\nwithin the Robert S. Kerr and J. Howard Edmondson buildings. The\n\nOffice of Management and Enterprise Services shall make all\n\nreasonable efforts to identify suitable space for the affected\n\nagencies and to relocate the affected agencies as soon as possible.\n\nUnder no circumstances shall the affected state agencies be forced\n\nout of the Robert S. Kerr and J. Howard Edmondson State Office\n\nBuildings prior to December 31, 2021, or such later date as agreed\n\nto by the affected state agencies, if such delays arise out of or\n\nare caused by, directly or indirectly, forces beyond the control of\n\nthe Office of Management and Enterprise Services.","path":["OK Code","Title 61"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os61.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"3f801874b70d6857859419fad1cdbb7c62693f5fe35fb1f318e076b55e86af64","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-61-61-327.2","next":"us-ok/okla.-stat.-tit.-61-61-328"},"notice":"GroundRules: Original legal text.
