As used in this section:\n\n1. \"Appropriate authority\" means the head of a state agency or\n\nother official authority responsible for the operation of a covered\n\npublic building;\n\n2. \"Covered public building\" means a building owned or leased\n\nby the state where state employees work; and\n\n3. \"Lactation room\" means a hygienic place, other than a\n\nbathroom, that:\n\na. is shielded from view,\n\nb. is free from intrusion, and\n\nc. contains a chair, a working surface and, if the public\n\nbuilding is otherwise supplied with electricity, an\n\nelectrical outlet.\n\nB.
