Stat. tit. 61, § 61-61","heading":"Definitions","body":"As used in Sections 61 through 65 of this title:\n\n1. \"Chief administrative officer\" means an individual\n\nresponsible for directing the administration of a state agency. The\n\nterm does not mean one or all of the individuals that make policy\n\nfor a state agency;\n\n2. \"Construction manager\" means an individual, firm,\n\ncorporation, association, partnership, copartnership, or any other\n\nlegal entity on the Office of Management and Enterprise Services\n\nConstruction and Properties (OMES-CAP) registration list and\n\npossessing the qualifications to provide services of construction\n\nmanagement which include, but are not necessarily limited to, design\n\nreview, scheduling, cost control, value engineering,\n\nconstructability evaluation, preparation and coordination of bid\n\npackages, and construction administration;\n\n3. \"Consultant\" means an individual or legal entity possessing\n\nthe qualifications to provide licensed architectural, registered\n\nengineering, or registered land surveying services or other\n\nindividuals or legal entities possessing specialized credentials and\n\nqualifications as may be needed to evaluate, plan or design and/or\n\nprovide construction administration and/or construction inspection\n\nservices for any construction or a public work improvement project;\n\n4. \"Director\" means the Director of the Office of Management\n\nand Enterprise Services or a designee;\n\n5. \"Office\" means the Office of Management and Enterprise\n\nServices;\n\n6. \"Project\" means studies, evaluations, plans or designs for\n\nfacility evaluations or public work improvements, except the\n\ntransportation facilities under the jurisdiction of the Department\n\nof Transportation or the Oklahoma Turnpike Authority:\n\na. to construct, renovate, alter, repair, maintain, or\n\nimprove real property or fixtures of real property,\n\nand\n\nb. that does not constitute \"construction\" as defined by\n\nthe Public Building Construction and Planning Act;\n\n7. \"State agency\" means an agency, office, officer, bureau,\n\nboard, counsel, court, commission, institution, unit, division, body\n\nor house of the executive or judicial branches of state government,\n\nwhether elected or appointed, excluding only political subdivisions\n\nof the state, the Oklahoma State Regents for Higher Education and\n\nits constituent institutions and the Commissioners of the Land\n\nOffice; and\n\n8. \"Political subdivision\" means any local governmental body\n\nformed pursuant to the laws of this state, including, but not\n\nlimited to, school districts, career technology centers, cities,\n\ncounties, public trusts, public authorities, commissions or other\n\nlocal governmental bodies exercising their authority to contract\n\nwith construction managers and/or consultants.
