Stat. tit. 61, § 61-82","heading":"Definitions","body":"As used in the Fair and Open Competition in Governmental\n\nConstruction Act:\n\n1. \"Public improvement\" means any beneficial or valuable change\n\nor addition, betterment, enhancement or amelioration of or upon any\n\nreal property, or interest therein, belonging to a public agency\n\nintended to enhance its value, beauty or utility or to adapt it to\n\nnew or further purposes.
