Stat. tit. 62, § 62-139.45","heading":"Expenditures for unforeseen emergencies","body":"The Governor may, subject to the provisions of this act,\n\nallocate and authorize the expenditure of any or all of the money\n\naccruing to the State Emergency Fund only for the purpose of\n\ndefraying expenses arising by reason of emergencies as hereinafter\n\ndefined, and which were not foreseen or reasonably foreseeable by\n\nthe legislature or either house thereof, but for which the\n\nlegislature could have lawfully made appropriations. In no event\n\nmay any monies in said fund be allocated or expended for any\n\npurpose, use, or object considered or acted upon adversely by the\n\nlegislature or either house thereof.
