A voluntary association of Oklahoma local governmental\n\njurisdictions or another legal entity, including a public trust or a\n\nnonprofit corporation or other entity which performs functions for\n\nthe benefit of or which exists for the primary benefit of Oklahoma\n\nlocal governmental jurisdictions and which is not described in\n\nsubsection B of this section, shall be eligible to obtain funding\n\nfor rural economic development projects as authorized by Section\n\n2004 of this title or as authorized by subsection B of Section 2006\n\nof this title.\n\nB. A voluntary association of Oklahoma local governmental\n\njurisdictions containing at least one municipality with a population\n\nin excess of three hundred fifty thousand (350,000) persons\n\naccording to the latest Federal Decennial Census, shall be eligible\n\nto obtain funding as authorized by Section 2004 of this title or as\n\nauthorized by subsection C of Section 2006 of this title.\n\nC. The entities described in subsection A or B of this section\n\nand which are eligible for any funds authorized by Section 2006 of\n\nthis title shall be prohibited from making expenditures on behalf of\n\nor from making payment directly to any city or town with a\n\npopulation in excess of seven thousand (7,000) persons using any\n\nfunds deposited to the Rural Economic Action Plan Fund created by\n\nSection 2006 of this title. Funds may also be expended for any city\n\nor town with a population below seven thousand (7,000) persons based\n\nupon the current population estimate according to the U.S. Census\n\nBureau. Funds may be expended for such cities and towns until the\n\nnext following Federal Decennial Census.\n\nD. An organization described in subsection A or B of this\n\nsection shall be authorized to make payment of funds obtained\n\npursuant to Section 2006 of this title directly to a county if the\n\nfunds are used for the benefit of an unincorporated area located\n\nwithin the county to which payment is made if the area benefited\n\ndoes not contain a population in excess of seven thousand (7,000)\n\npersons. After the county has provided a request to an organization\n\ndescribed in subsection A or B of this section for funds to benefit\n\nan unincorporated area of the county, together with a statement that\n\nthe county has conducted a review of the needs of unincorporated\n\nareas located within the county and that the funding requested is\n\nconsistent with the evaluation of priorities for funds by the\n\ncounty, the funds requested may be paid to the county. Any funds\n\npaid to a county pursuant to the provisions of this subsection shall\n\nbe expended by the county exclusively for the purpose identified in\n\nthe request.\n\nE.
