In order for an eligible entity to obtain funds provided for\n\nby Section 2006 of this title, the entity shall file the\n\norganizational plan required by Section 2008 of this title with the\n\nOklahoma Department of Commerce.\n\nB. In order to be filed, the plan shall have first been\n\napproved by an affirmative vote of two-thirds (2/3) of the governing\n\nboard of an entity described by subsection A or B of Section 2007 of\n\nthis title.
