There is hereby created in the State Treasury a special fund\n\nto be designated the \"Statewide Recovery Fund\". Said fund shall be\n\nsubject to legislative appropriation or transfer as provided by law\n\nand shall consist of:\n\n1. All such monies as the Legislature may direct to be\n\nappropriated or transferred to said fund; and\n\n2. All such monies received by the state after the effective\n\ndate of this act pursuant to the American Rescue Plan Act of 2021,\n\nPublic Law No. 117-2, Section 9901 \"Coronavirus State and Local\n\nRecovery Funds\", less and except the funds dedicated to the\n\nNonentitlement Units of Local Government as described in the\n\nAmerican Rescue Plan Act of 2021.\n\nB.
