A municipality, county or school district may issue a\n\nblanket purchase order for:\n\n1. Recurring purchases of goods or services if a maximum\n\nauthorized amount for all purchases pursuant to a blanket purchase\n\norder is specified in the order and approved by the governing board;\n\nor\n\n2. The repair of county equipment, machinery or vehicles when\n\nthe estimated cost of repairs is greater than Five Thousand Dollars\n\n($5,000.00). The maximum authorized amount of a blanket purchase\n\norder may be increased to cover unforeseen expenses. A written\n\nexplanation of said increase shall be attached to the blanket\n\npurchase order prior to payment.\n\nB. Blanket purchase orders shall be prepared, filed, and\n\nencumbered in the manner provided for purchase orders and as\n\nauthorized by law or regulation, except no written requisition shall\n\nbe required for a blanket purchase order. Prior to payment, the\n\nrequesting county officer shall verify the blanket purchase order by\n\nsignature. Before transacting any purchase pursuant to a blanket\n\npurchase order, the order shall be submitted to the governing board\n\nfor its approval. After satisfactory delivery of goods or services\n\npursuant to a blanket purchase order, a vendor's invoice shall be\n\nsubmitted to and approved by the purchasing officer of a\n\nmunicipality or a school district or a county purchasing agent and\n\nforwarded for payment. An itemized list of goods or services\n\npurchased pursuant to the blanket purchase order shall be attached\n\nto the vendor's invoice if said invoice does not contain an itemized\n\nlist of goods or services purchased pursuant to the blanket purchase\n\norder.
