Stat. tit. 62, § 62-333","heading":"Building funds - Surplus used to reduce tax for sinking","body":"fund.\n\nWhen the governing board of any county, city, town or school\n\ndistrict shall determine by proper resolution in writing that a\n\nsurplus exists in any building fund created under the provisions of\n\nSection Ten (10), Article Ten (10), Oklahoma Constitution, not\n\nrequired for the completion of the purpose for which said taxes were\n\nlevied and collected, or where said proposed construction has been\n\nabandoned, said surplus shall be refunded to the taxpayers by the\n\nuse thereof by the county excise board to reduce the tax levy for\n\nthe sinking fund of the municipality for which the building fund was\n\ncreated.
