Stat. tit. 62, § 62-34.11","heading":"Duties and functions of Division of Central Accounting","body":"and Reporting.\n\nThe Division of Central Accounting and Reporting shall be\n\nresponsible for accounting and auditing duties and the auditing and\n\nsettlement of purchase orders, contracts, claims, payrolls, and\n\nother obligations.\n\nThe Division of Central Accounting and Reporting shall prepare\n\nuniform budget and accounting classifications for all state agencies\n\nand shall implement appropriate accounting methods and systems in\n\nstate agencies. The Division of Central Accounting and Reporting\n\nshall:\n\n1. Settle all claims payable by this state;\n\n2. Verify distribution of all taxes and other dues collected\n\nfor local governments;\n\n3. Superintend the recovery of all debts due state government;\n\n4. Keep the central budget and proprietary accounts of the\n\nstate government;\n\n5. Prepare and issue financial and accounting reports, at least\n\nquarterly;\n\n6. Prescribe all forms, systems, and procedure for\n\nadministering accounting for the several departments and\n\nestablishments;\n\n7. At the request of a state agency, assist in establishing\n\nstandards, policies and procedures that ensure a strong and\n\neffective system of internal controls and regular monitoring of\n\nthem;\n\n8. Certify each and every requisition by a duly accredited\n\ndisbursing officer for an advance of funds from the State Treasury\n\nto the Director of the Office of Management and Enterprise Services\n\nfor approval; and\n\n9.
