There is hereby established the Oklahoma State Government\n\n2.0 Initiative.\n\nB. The State Governmental Technology Applications Review Board\n\nshall consider and approve a standardized social media policy for\n\nuse by state agencies, boards, commissions and public trusts having\n\nthe State of Oklahoma as a beneficiary.\n\nC. The board shall establish open technology standards and a\n\nschedule by which state agencies, boards, commissions and public\n\ntrusts having the State of Oklahoma as a beneficiary shall utilize\n\nthese standards to provide citizens with web-based interactivity to\n\nstate government services. Whenever possible these standards shall\n\nmatch commonly used standards by other government entities.\n\nD. The board shall set a schedule by which state agencies,\n\nboards, commissions and public trusts having the State of Oklahoma\n\nas a beneficiary shall publish and update convenience information\n\nsets which shall be accessible through standardized application\n\nprogramming interfaces and published in standardized formats\n\nincluding but not limited to eXtensible Markup Language (XML) and\n\nComma Separated Value (CSV) formats. The board shall establish\n\napplication programming interface standards which enable access to\n\nconvenience information sets. The schedule shall place an emphasis\n\non first making accessible convenience information sets most\n\ncommonly requested in open records requests. A directory and link\n\nto all available convenience information sets shall be prominently\n\nfeatured on the portal system referenced in Section 34.24 of this\n\ntitle and if possible linked to the data.ok.gov web portal.\n\nE. The board may conduct events and contests to provide\n\nrecognition of software application development provided that the\n\napplication being recognized utilizes standards established in this\n\nsection to the benefit of the citizens of Oklahoma.\n\nF. The board shall establish an application process through\n\nwhich applicants can request the scheduled implementation of\n\napplication programming interfaces, creation of open technology\n\nstandards and publication of convenience information sets pursuant\n\nto the provisions of this section. Instructions regarding the\n\napplication process shall be prominently featured on the portal\n\nsystem referenced in Section 34.24 of this title.\n\nG. State agencies, boards, commissions and public trusts having\n\nthe State of Oklahoma as a beneficiary shall comply with the\n\npolicies, schedules and standards established by this section.\n\nH. The board shall promulgate performance information metrics\n\nand guidelines which shall be used to establish criteria which\n\ngovern participation in the \"State Government Employee Performance\n\nTransparency Pilot Program\". The board shall set a schedule for the\n\npublication of performance information metrics through the\n\ndata.ok.gov website.\n\nI. For the purposes of this section, \"open technology\n\nstandards\" are widely accepted standards and mechanisms for the web-\n\nbased connectivity and asynchronous communication between software\n\nprograms. \"Application programming interface\" is a standardized\n\ninterface enabling a standard form of connectivity between\n\nconvenience information sets and software programs, \"performance\n\ninformation metrics\" are sets of information which reflect the\n\nperformance of state employees and state agencies, and \"convenience\n\ninformation sets\" are sets of information which are subject to\n\npublic access under the Oklahoma Open Records Act and which do not\n\ncontain personally identifiable information.","path":["OK Code","Title 62"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os62.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"2389cab6e1e057a2ebdbab8948df30ad0118dd881f4e40f51b99cfcc96421353","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-62-62-34.11.10","next":"us-ok/okla.-stat.-tit.-62-62-34.11.3"},"notice":"GroundRules: Original legal text.
