There is hereby created a wide area telecommunications\n\nnetwork to be known and referred to as the \"Oklahoma Government\n\nTelecommunications Network (OGTN)\". The OGTN shall consist of the\n\ntelecommunications systems and networks of educational entities and\n\nagencies of state government.\n\nB. Notwithstanding the provisions of subsection A of this\n\nsection:\n\n1. The Oklahoma State Regents for Higher Education may continue\n\nto operate, maintain and enhance the State Regents Educational\n\nTelecommunications Network, subject to the provisions of the\n\nOklahoma Information Services Act. The Oklahoma State Regents for\n\nHigher Education shall submit all plans for the enhancement of the\n\nState Regents Educational Telecommunications Network to the\n\nInformation Services Division of the Office of Management and\n\nEnterprise Services for review and approval within the context of\n\nthe statewide telecommunications network provided for in subsection\n\nC of this section and shall participate with the Information\n\nServices Division in joint efforts to provide services for the OGTN;\n\nand\n\n2. The Department of Public Safety may continue to operate,\n\nmaintain and enhance the statewide law enforcement data\n\ncommunications network provided for in Section 2-124 of Title 47 of\n\nthe Oklahoma Statutes, subject to the provisions of the Oklahoma\n\nInformation Services Act. The Department of Public Safety shall\n\nsubmit all plans for the enhancement of the statewide law\n\nenforcement data communications network to the Information Services\n\nDivision of the Office of Management and Enterprise Services for\n\nreview and approval and shall participate with the Information\n\nServices Division in joint efforts to provide services for the OGTN.\n\nC. The Information Services Division shall be responsible for\n\ndeveloping, operating and maintaining the OGTN. The purposes of the\n\nOGTN shall include the following:\n\n1. Development of a comprehensive, unified statewide\n\ntelecommunications network to effectively, efficiently, and securely\n\nmeet the communication needs of educational entities and agencies of\n\nstate government;\n\n2. Effective and efficient utilization of existing\n\ntelecommunications systems operated by educational entities and\n\nagencies of state government; and\n\n3. Elimination and prevention of unnecessarily duplicative\n\ntelecommunications systems operated by educational entities and\n\nagencies of state government.\n\nD. In developing, operating and maintaining the OGTN, the\n\nInformation Services Division shall:\n\n1. Develop a statewide master plan for meeting the\n\ncommunications needs of educational entities and of agencies of\n\nstate government. To facilitate the development of a statewide\n\nmaster plan as provided for in this paragraph:\n\na. the Oklahoma State Regents for Higher Education shall\n\nsubmit a report annually to the Chief Information\n\nOfficer identifying the telecommunications plans of\n\neach member of The Oklahoma State System of Higher\n\nEducation. For purposes of developing such report,\n\neach member shall cooperate with and submit to the\n\nState Regents a plan of its telecommunications needs,\n\nincluding, but not limited to, Internet, eGovernment,\n\nas referenced in Sections 34.24 and 34.25 of this\n\ntitle, any interactive video plans, the purchase of\n\ninformational data bases, software for manipulation of\n\nbibliographic records, and the use of\n\ntelecommunications equipment or services,\n\nb. the State Superintendent of Public Instruction shall\n\nsubmit a report annually to the Chief Information\n\nOfficer identifying the telecommunications plans of\n\nthe public common school system of the state. For\n\npurposes of developing such report, the respective\n\npublic elementary and secondary schools shall\n\ncooperate with and submit to the State Superintendent\n\na plan of their telecommunications needs, including,\n\nbut not limited to, Internet, eGovernment, any\n\ninteractive video plans, the purchase of informational\nfying the telecommunications plans of\n\nthe public common school system of the state. For\n\npurposes of developing such report, the respective\n\npublic elementary and secondary schools shall\n\ncooperate with and submit to the State Superintendent\n\na plan of their telecommunications needs, including,\n\nbut not limited to, Internet, eGovernment, any\n\ninteractive video plans, the purchase of informational\n\ndata bases, software for manipulation of bibliographic\n\nrecords, and the use of telecommunications equipment\n\nor services,\n\nc. the Director of the Oklahoma Department of Career and\n\nTechnology Education shall submit a report annually to\n\nthe Chief Information Officer identifying the\n\ntelecommunications plans of technology center school\n\ndistricts. For purposes of developing such report,\n\neach technology center school district as defined in\n\nSection 14-108 of Title 70 of the Oklahoma Statutes\n\nshall cooperate with and submit to the Director of the\n\nOklahoma Department of Career and Technology Education\n\na plan of its telecommunications needs, including, but\n\nnot limited to, Internet, eGovernment, any interactive\n\nvideo plans, the purchase of informational data bases,\n\nsoftware for manipulation of bibliographic records,\n\nand the use of telecommunications equipment or\n\nservices,\n\nd. the chief administrative officer of each state agency\n\nof the executive branch shall submit a plan annually\n\nto the Chief Information Officer identifying the\n\ntelecommunications needs of the state agency,\n\nincluding, but not limited to, Internet, eGovernment,\n\nany interactive video plans, the purchase of\n\ninformational data bases, software for manipulation of\n\nbibliographic records, and the use of\n\ntelecommunications equipment or services, and\n\ne. the Director of the Oklahoma Department of Libraries\n\nshall submit a report annually to the Chief\n\nInformation Officer identifying the telecommunications\n\nplans of public libraries and public library systems.\n\nFor purposes of developing such report, the chief\n\nadministrative officer of any public library or public\n\nlibrary system not otherwise required to submit a plan\n\nof its telecommunications needs pursuant to the\n\nprovisions of this paragraph shall cooperate with and\n\nsubmit annually to the Director of the Oklahoma\n\nDepartment of Libraries a plan of its\n\ntelecommunications needs, including, but not limited\n\nto, Internet, eGovernment, any interactive video\n\nplans, the purchase of informational data bases,\n\nsoftware for manipulation of bibliographic records and\n\nthe use of telecommunications equipment or services.\n\nTo assure inclusion in the report of the plans of the\n\ntelecommunications needs of any library that is a part\n\nof any member of The Oklahoma State System of Higher\n\nEducation, a public elementary or secondary school, or\n\ntechnology center school district, all such plans\n\nrelating to libraries received by the Oklahoma State\n\nRegents for Higher Education, the State Superintendent\n\nof Higher Education, and the State Director of the\n\nOklahoma Department of Career and Technology Education\n\nshall be submitted to the Director of the Oklahoma\n\nDepartment of Libraries by the respective recipients\n\nthereof as soon as practicable after receipt. The\n\nDirector of the Oklahoma Department of Libraries shall\n\ncertify to the Information Services Division that such\n\nplans are consistent with the plan developed by the\n\nOklahoma Library Technology Network or explain any\n\ninconsistencies therewith;\n\n2. Identify the most cost-effective means of meeting the\n\ntelecommunications needs of educational entities and of agencies of\n\nstate government;\n\n3. Develop minimum mandatory standards and protocols for\n\nequipment, facilities and services of the OGTN;\n\n4. Evaluate the advantages and disadvantages of utilizing\n\nequipment, facilities, and services of both private entities and\n\nthose owned and operated by the state; and\ncost-effective means of meeting the\n\ntelecommunications needs of educational entities and of agencies of\n\nstate government;\n\n3. Develop minimum mandatory standards and protocols for\n\nequipment, facilities and services of the OGTN;\n\n4. Evaluate the advantages and disadvantages of utilizing\n\nequipment, facilities, and services of both private entities and\n\nthose owned and operated by the state; and\n\n5.
