Any state agency, board, commission, or authority which\n\nestablishes an electronic portal system shall use an open-systems\n\nconcept for the portal system which has been approved by the\n\nInformation Services Division of the Office of Management and\n\nEnterprise Services.\n\nB. No state agency, board, commission, or authority shall enter\n\ninto an agreement for development of, enhancement to, or maintenance\n\nof an electronic portal system without the written authorization of\n\nthe Information Services Division.\n\nC. For purposes of this section, an \"open-systems concept\"\n\nshall mean a system that implements sufficient open specifications\n\nfor interfaces, services, and supporting formats to enable properly\n\nengineered components to be utilized across a wide range of systems\n\nwith minimal changes, to interoperate with other components on local\n\nand remote systems, and to interact with users in a style that\n\nfacilitates portability. An open-systems concept is characterized\n\nby the following:\n\n1. Well-defined, widely used, and nonproprietary interfaces or\n\nprotocols;\n\n2. Use of standards which are developed and adopted by industry\n\nrecognized standards-making bodies;\n\n3. A definition of all aspects of system interfaces to\n\nfacilitate new or additional system capabilities for a wide range of\n\napplications; and\n\n4.
