On the first day of October preceding each regular session\n\nof the Legislature, each state agency, including those created or\n\nestablished pursuant to constitutional provisions, shall report to\n\nthe Director of the Office of Management and Enterprise Services and\n\nthe Chair and Vice Chair of the Legislative Oversight Committee on\n\nState Budget Performance an itemized request showing the amount\n\nneeded for the ensuing fiscal year beginning with the first day of\n\nJuly.\n\nB. The forms which must be used in making these reports shall\n\nbe approved by the Director of the Office of Management and\n\nEnterprise Services and the Legislative Oversight Committee on State\n\nBudget Performance.\n\nC. The forms shall be uniform, and shall clearly designate the\n\ninformation to be given.\n\nD. The information provided shall include, but not be limited\n\nto:\n\n1. A budget analysis of existing and proposed programs\n\nutilizing performance-informed budgeting techniques. Such analysis\n\nshall be included as a part of the estimate of funds needed;\n\n2. A statement listing any other state, federal or local\n\nagencies which administer a similar or cooperating program and an\n\noutline of the interaction among such agencies;\n\n3. A statement of the statutory authority for the missions and\n\nquantified objectives of each program;\n\n4. A description of the groups of people served by each program\n\nin the agency;\n\n5. A quantification of the need for the program;\n\n6. A description of the tactics which are intended to\n\naccomplish each objective;\n\n7. A list of quantifiable program outcomes which measure the\n\nefficiency and effectiveness of each program;\n\n8. A ranking of these programs by priority;\n\n9. Actual program expenditures for the current fiscal year and\n\nprior fiscal years and the number of personnel required to\n\naccomplish each program;\n\n10. Revenues expected to be generated by each program, if any;\n\n11. With respect to appropriated state agencies, a detailed\n\nlisting of all employees and resources dedicated to the provision of\n\nfinancial services including but not limited to procurement,\n\npayroll, accounts receivable and accounts payable. The provisions\n\nof this paragraph shall not be applicable to the Oklahoma State\n\nRegents for Higher Education or to any institutions within The\n\nOklahoma State System of Higher Education; and\n\n12. A certification that following the effective date of this\n\nact and prior to July 1, 2011, no expenditure shall have been made\n\nor funds encumbered for the purchase, lease, lease-purchase or\n\nrental of any computers, software, telecom, information technology\n\nhardware, firmware or information technology services, including\n\nsupport services without the prior written approval of the State\n\nComptroller or his or her designee.\n\nE. These appropriated agencies shall make an itemized estimate\n\nof needs for the ensuing fiscal year and the following two (2)\n\nfiscal years and request for funds for the ensuing fiscal year and\n\nan estimate of the revenues from all sources to be received by the\n\nagency during the ensuing fiscal year and the following two (2)\n\nfiscal years.\n\nF. The Director of the Office of Management and Enterprise\n\nServices shall submit to the Governor and the Legislative Oversight\n\nCommittee on State Budget Performance no later than the fifth day of\n\nOctober a complete list of all spending agencies which have failed\n\nto submit budgets by October 1.\n\nG. The reports required by this section shall include an\n\nitemized listing of outstanding capital lease debt and estimated\n\ncapital lease needs for the ensuing fiscal year and the following\n\ntwo (2) fiscal years, and shall be provided on forms prescribed by\n\nthe Director of the Office of Management and Enterprise Services.\n\nH. For the purposes of this section, “capital lease” means a\n\nlease-purchase agreement which provides an option for the State of\n\nOklahoma or its agencies to purchase property, including personal\nd\n\ncapital lease needs for the ensuing fiscal year and the following\n\ntwo (2) fiscal years, and shall be provided on forms prescribed by\n\nthe Director of the Office of Management and Enterprise Services.\n\nH. For the purposes of this section, “capital lease” means a\n\nlease-purchase agreement which provides an option for the State of\n\nOklahoma or its agencies to purchase property, including personal\n\nand real property, which is the subject thereof and/or a lease\n\nagreement that provides an option for the State of Oklahoma or its\n\nagencies to lease such property, which is the subject thereof, at a\n\nnominal annual amount, after a period in which leased property is\n\nrented at fair market value.\n\nI. Not later than January 1, the Director of the Office of\n\nManagement and Enterprise Services shall publish a shared services\n\ncost-performance assessment report documenting the amount of each\n\nstate agency’s cost for providing shared services. The lowest\n\nranking state agencies shall enter into a contract with the Office\n\nof Management and Enterprise Services for the provision of shared\n\nfinancial services, provided that the Director of the Office of\n\nManagement and Enterprise Services determines that implementation of\n\nsuch a contract would be feasible and documents that the contractual\n\nagreement will result in cost savings or efficiencies to the state.\n\nContracts required by this subsection shall be entered into at the\n\nstart of the next fiscal year. When a state agency is contracted\n\nwith the Office of Management and Enterprise Services for the\n\nprovision of shared financial services, the agency may discontinue\n\nusing shared services when documentation showing that the agency can\n\nprovide the services at a lower cost to the state is provided to and\n\napproved by the Director of the Office of Management and Enterprise\n\nServices. As used in this subsection, “shared services” means\n\nprocess, resource utilization or action as defined by administrative\n\nrule. On a yearly basis the Director of the Office of Management\n\nand Enterprise Services shall compile and publish a report\n\ndocumenting the cost savings resulting from shared services\n\ncontracts.
