Stat. tit. 62, § 62-34.38","heading":"Form of budget - Budget message - Budget estimates","body":"The budget shall be submitted to the Legislature and shall be in\n\ntwo parts:\n\n1. A budget message:\n\na. outlining the fiscal policy of the state for the\n\nfiscal year and describing the important features of\n\nthe budget,\n\nb. giving a summary of the budget setting forth aggregate\n\nfigures of proposed revenues and expenditures and the\n\nbalanced relations between the proposed revenues and\n\nexpenditures and the total expected income and other\n\nmeans of financing the budget compared with the\n\ncorresponding figures for the preceding fiscal year,\n\nc. including explanatory schedules classifying proposed\n\nexpenditures by organization units, objects and funds,\n\nd. giving estimated statements of assets and liabilities\n\nas of the close of the preceding fiscal year and of\n\nthe budget year, and\n\ne. explaining any proposed major increases in revenue\n\nfrom any existing source or any new source of revenue\n\nproposed, and\n\nf. giving any further information or making any\n\nsuggestions; and\n\n2.
