When lump sum appropriations are made for personal services,\n\nor for maintenance and operations, or for maintenance and operations\n\nincluding personal services, no monies so appropriated shall be\n\navailable for payments for such expenses until a schedule of\n\npositions and salaries and the amounts to be available for the\n\nexpenses shall have been approved by the Director of the Office of\n\nManagement and Enterprise Services and posted to the state\n\naccounting system. The provisions of this subsection shall not\n\napply to such appropriations for the Legislature or judiciary, for\n\nexpenses of holding elections, or for temporary services or day\n\nlabor.\n\nB. Any such approved schedule of positions and salaries may be\n\namended with the approval of the Director of the Office of\n\nManagement and Enterprise Services.\n\nC. The request officer for each agency shall show the\n\nclassification of the expenditures for their agency, and such\n\nclassification shall follow the uniform budget and accounting\n\nclassifications adopted for similar spending agencies, except for\n\nitems peculiar to certain departments or institutions.\n\nD. The Director of the Office of Management and Enterprise\n\nServices shall not have authority to fix the amount of any agency\n\nsalary or eliminate any position listed on such schedule. However,\n\nthe Director shall not approve the schedule of positions and\n\nsalaries when the total amount of funds requested to be allotted\n\nfails to reserve a sufficient balance to finance the operations of\n\nthe agency for the remainder of that fiscal year, considering any\n\npossible failure in the revenue estimated to be collected for that\n\nfiscal year.\n\nE.
