Stat. tit. 62, § 62-34.401","heading":"Oklahoma Department of Mental Health and Substance","body":"Abuse Services — Agency budget review by OMES.\n\nIn addition to other duties imposed upon the Office of\n\nManagement and Enterprise Services (OMES) by law, the Director of\n\nthe Office of Management and Enterprise Services shall ensure that\n\nthe following procedures are strictly adhered to with respect to the\n\nOklahoma Department of Mental Health and Substance Abuse Services:\n\n1. In accordance with paragraph 3 of subsection A of Section\n\n34.6 of this title, prior to releasing the one-twelfth (1/12)\n\nappropriations disbursement, OMES shall conduct a review of the\n\nagency's budget to actuals to ensure the agency is staying within\n\nbudget constraints;\n\n2. OMES shall provide a report to the Governor, the Speaker of\n\nthe Oklahoma House of Representatives, the President Pro Tempore of\n\nthe Oklahoma State Senate, and the chairs and vice-chairs of the\n\nstanding committees of the Oklahoma House of Representatives and the\n\nOklahoma State Senate having primary responsibility for the\n\nconsideration of agency appropriations concerning the status of\n\nrevenue and expenditures of the agency;\n\n3. The Oklahoma Department of Mental Health and Substance Abuse\n\nServices shall be prohibited from entering into contracts that do\n\nnot clearly state a maximum fiscal obligation;\n\n4. OMES shall review encumbrances for any multi-year purchase\n\norders or contracts to ensure that only the anticipated amount of\n\nfunds for the current fiscal year are encumbered; and\n\n5.
