On or before the first day of June in each year, or as soon\n\nthereafter as possible, all agencies shall file agency budgets with\n\nthe Director of the Office of Management and Enterprise Services.\n\nCopies of all agency budgets shall also be made available\n\nelectronically to the staff of the Joint Legislative Committee on\n\nBudget and Program Oversight.\n\nB. The required instructions, content and format of agency\n\nbudgets shall be developed by the staff of the Budget Division of\n\nthe Office of Management and Enterprise Services.\n\nC. 1. The agency budget shall include a description of all\n\nfunds available to the agency for expenditure and set out allotments\n\nrequested by the agency by quarter and the entire fiscal year.\n\n2. The agency budget shall be accompanied by an organizational\n\nchart of the agency, a statement of agency mission and program\n\nobjectives.\n\n3. The agency budget shall delineate agency spending by such\n\ncategories and with at least as much detail as is specified in the\n\nlegislative appropriation and as prescribed by the Director of the\n\nOffice of Management and Enterprise Services.\n\n4. Agency budgets shall be signed by the executive officer of\n\neach agency.\n\n5. The executive officer shall certify that the agency is in\n\ncomplete compliance with the requirements of Section 34.11.3 of this\n\ntitle and Section 3-114 of Title 65 of the Oklahoma Statutes.\n\nD. A “request officer” shall be designated by each state agency\n\nfor the purpose of making program and allotment requests.\n\nE. Executive officers of agencies shall cooperate with the\n\nOffice of Management and Enterprise Services staff and Joint\n\nCommittee staff in developing program budgeting categories.\n\nF. All funds available or expected to be made available to any\n\nagency, including nonfiscal appropriations, shall not be available\n\nfor expenditure until the request officer of the agency has complied\n\nwith the applicable provisions of the Oklahoma State Finance Act and\n\nhas received approval of such request for funds from the Director of\n\nthe Office of Management and Enterprise Services.","path":["OK Code","Title 62"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os62.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"c12419ce4a666513a8485d7679a74f2069961c0e8baf16bd06246f55cbed5ba1","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-62-62-34.41","next":"us-ok/okla.-stat.-tit.-62-62-34.42.1"},"notice":"GroundRules: Original legal text.
