Except as provided in subsection C of this section, all\n\nagencies shall make an annual disclosure pursuant to a separate\n\nwritten report and information available through a website\n\nmaintained by or on behalf of the entity of all federal funds under\n\nthe control of the entity and the programs for which the federal\n\nfunds are used by distinct expenditure categories and shall identify\n\nthe priority or rank of the federal funds in descending order with\n\nthe funding source the agency relies on to the greatest extent\n\nlisted first and the funding source the agency relies on to the\n\nleast extent listed last. The information required by this\n\nsubsection shall include, but shall not be limited to:\n\n1. A description of any action required to be taken by the\n\nstate government entity as a condition for the receipt or continued\n\nreceipt of federal funds;\n\n2. A description of any action prohibited to be taken by the\n\nstate government entity as a condition for the receipt or continued\n\nreceipt of federal funds;\n\n3. A description of any action required to be taken by any\n\nindividual or lawfully recognized business entity or other entity as\n\na condition for the benefits purported to be conferred on the\n\nindividual or other legal entity as a result of the use of the\n\nfederal funds; and\n\n4. A description of any action prohibited to be taken by any\n\nindividual or lawfully recognized business entity or other entity as\n\na condition for the benefits purported to be conferred on the\n\nindividual or other legal entity as a result of the use of the\n\nfederal funds.\n\nB. Every entity subject to the requirements of this section\n\nshall make an annual disclosure, either pursuant to a separate\n\nwritten report, information available through a website maintained\n\nby or on behalf of the entity or both, of the federal funds for\n\nwhich the agency must incur costs to implement and shall provide\n\nsuch information in descending order with the most costly federal\n\nfunds listed first and the least costly federal funds listed last.\n\nC.
