If an allotment request is approved by the Director of the\n\nOffice of Management and Enterprise Services, it shall be\n\ntransmitted to the request officer of the agency concerned and to\n\nthe Division of Central Accounting and Reporting.\n\nB. Legislative appropriations or authorizations are the legal\n\nbasis for expending the state's monies. Allotments shall be made\n\nagainst these legislative appropriations or authorizations and shall\n\nbe entered on the records of the Division of Central Accounting and\n\nReporting in such accounts as may be required by the Director of the\n\nOffice of Management and Enterprise Services.\n\nC. The allotments approved by the Director of the Office of\n\nManagement and Enterprise Services shall be the portion of the\n\nappropriation set aside to cover encumbrances and expenditures for a\n\ndesignated purpose during a monthly, quarterly, semiannual or annual\n\nperiod.\n\nD. The Division of Central Accounting and Reporting shall not\n\napprove claims for payment in excess of the amount allotted for each\n\naccount approved by the Director of the Office of Management and\n\nEnterprise Services.\n\nE. After the first allotments for each agency of the state have\n\nbeen authorized by the Director of the Office of Management and\n\nEnterprise Services, subsequent allotments may be authorized upon\n\nthe request of an agency and with the approval of the Director of\n\nthe Office of Management and Enterprise Services.\n\nF. The Director of the Office of Management and Enterprise\n\nServices may authorize new accounts in addition to those requested\n\nin the original allotment request, or may increase the amount\n\nallotted for a monthly, quarterly, semiannual or annual period.
