The Oklahoma State System of Higher Education,\n\nestablished by Article XIII-A of the Oklahoma Constitution, shall\n\noperate an allotment system similar to the procedure set out in the\n\nOklahoma State Finance Act for other agencies of the state except\n\nthat the Oklahoma State Regents for Higher Education shall be\n\nsubstituted for the Director of the Office of Management and\n\nEnterprise Services in connection with approving allotment requests\n\nof the constituent institutions comprising The Oklahoma State System\n\nof Higher Education.\n\n2. The account classification for the State System of Higher\n\nEducation shall conform as nearly as possible with the\n\nclassification of accounts recommended by the National Committee on\n\nStandard Reports for Institutions of Higher Education.\n\n3. The Board of Regents shall allocate to each institution\n\nunder its control from the consolidated, or lump sum appropriation\n\nmade by the Legislature, an amount sufficient to meet the needs and\n\nfunctions of each institution for the entire year.\n\n4. The amount allocated to each institution for each fiscal\n\nyear in accordance with Article XIII-A of the Oklahoma Constitution,\n\nshall be made in a lump sum without regard to uniform budget or\n\naccounting classifications, but shall not be available for\n\nexpenditure until subsequently allotted by the Regents in accordance\n\nwith the uniform budget and accounting classifications recommended\n\nby the National Committee on Standard Reports.\n\nB. The Oklahoma State Regents for Higher Education may reduce\n\nthe allocation of funds which could otherwise be made to an\n\ninstitution within The Oklahoma State System of Higher Education in\n\norder to make payments for leases within the lease financing program\n\nauthorized by Section 3206.6a of Title 70 of the Oklahoma Statutes.\n\nC. 1. The Regents, with the approval of the Director of the\n\nOffice of Management and Enterprise Services, may allot money to any\n\nconstituent institution to set up and operate a petty cash fund at\n\nsuch institution. Such petty cash fund shall be reimbursed upon the\n\nfiling of claims showing the purposes for which the funds were\n\nexpended.\n\n2. The Division of Central Accounting and Reporting shall make\n\ncash allocations of revenue in accordance with Section 23 of Article\n\nX of the Oklahoma Constitution, to each of the constituent\n\ninstitutions. These cash allocations shall be based on the\n\nallocations made by the Regents to each institution from the lump\n\nsum legislative appropriations and such allocation shall be the\n\ntotal appropriation for each institution, in lieu of legislative\n\nappropriations.\n\n3. After these funds have been allocated and allotted as\n\nprovided in this section, all institutional income shall operate as\n\na continuing nonfiscal appropriation which may be spent for any\n\neducational and general purposes for which appropriated funds may be\n\nspent. “Institutional income” for such purposes shall mean all\n\nincome available for educational and general purposes, as defined in\n\nthe uniform budget and accounting classifications recommended by the\n\nNational Committee on Standard Reports, and including income defined\n\nby law as revolving fund income. Expenditures shall be limited to\n\nthe extent that obligations as they are incurred may not exceed the\n\nunencumbered balance of cash on hand in accordance with Section 23\n\nof Article X of the Oklahoma Constitution.\n\nD. 1. At least thirty (30) days prior to the beginning of each\n\nfiscal year, each of the constituent institutions shall file with\n\nthe Regents its request for appropriation allotments for each of the\n\npurposes for which expenditures are to be made.\n\n2. Such requests shall be broken down to conform to the uniform\n\nbudget or accounting classifications recommended by the National\n\nCommittee on Standard Reports.\n\n3. Each institution’s request for appropriation allotments\nyear, each of the constituent institutions shall file with\n\nthe Regents its request for appropriation allotments for each of the\n\npurposes for which expenditures are to be made.\n\n2. Such requests shall be broken down to conform to the uniform\n\nbudget or accounting classifications recommended by the National\n\nCommittee on Standard Reports.\n\n3. Each institution’s request for appropriation allotments\n\nshall show the amount required to finance each item of the request\n\nfor the entire year and for each quarter or each six-month period\n\nwithin the fiscal year, as required by the Director of the Office of\n\nManagement and Enterprise Services.\n\nE. The Regents, or the official or employee who has been\n\nauthorized to approve itemized allotment requests, shall consider\n\nthe allotment requests for the purpose of making a determination\n\nwhether:\n\n1. The current financial requirements of the institution\n\nconcerned justify the allotment to be made;\n\n2. The accounting classification is sufficient to reflect the\n\npurpose for which expenditures are to be made and that such\n\nclassification is in accordance with the budget classifications\n\nadopted by the Director of the Office of Management and Enterprise\n\nServices and the Regents, which shall conform as nearly as possible\n\nto the account classification recommended by the National Committee\n\non Standard Reports for Institutions of Higher Education; and\n\n3. The realization of estimated revenues determined by the\n\nDirector of the Office of Management and Enterprise Services is\n\nsufficient to allow the commitments to be made.\n\nF. 1. In allotting appropriations and other funds, and\n\napproving subsequent allotments which may be required by each\n\ninstitution, the Regents shall follow the same general procedure set\n\nforth in the Oklahoma State Finance Act for other agencies of the\n\nstate not under the control of the Regents, except as otherwise\n\nprovided in this section.\n\n2. All forms and account classifications shall be mutually\n\nagreed upon by the Director of the Office of Management and\n\nEnterprise Services and the State Regents.\n\n3. The Regents shall file approved requests of constituent\n\ninstitutions with the Division of Central Accounting and Reporting\n\nand such requests shall be entered on the records of the Office of\n\nManagement and Enterprise Services in the same manner as is provided\n\nin the Oklahoma State Finance Act for other agencies of the state.\n\n4. The State Regents and the Director of the Office of\n\nManagement and Enterprise Services shall approve any request from\n\nthe administrative head of a constituent institution for amendment\n\nof the approved schedule of positions and salaries, or transfers\n\nbetween items, so long as the currently approved allotment for such\n\npurposes is not exceeded. Each such amendment shall be filed with\n\nthe Office of Management and Enterprise Services, in such detail as\n\nmay be required, prior to the date on which the first payroll or\n\nother disbursement affected by such amendment or transfer is\n\nsubmitted for payment.\n\nG. 1. In the event that the realization of estimated revenues\n\nat any time during the fiscal year indicates that the total revenue\n\nfor that fiscal year to any state fund will be insufficient at the\n\nend of the fiscal year to meet the total appropriations from that\n\nfund, the Director of the Office of Management and Enterprise\n\nServices shall notify the Oklahoma State Regents for Higher\n\nEducation as to the amount of reduction necessary against the\n\nconsolidated, or lump sum appropriations, made to the Regents.\n\n2. The Regents, in making itemized allotments during the fiscal\n\nyear, may reserve an amount sufficient to meet a reasonable failure\n\nof revenue until receipt of notice from the Director of the Office\n\nof Management and Enterprise Services that the realization of\n\nestimated revenues indicates that the total appropriation may be\nt the\n\nconsolidated, or lump sum appropriations, made to the Regents.\n\n2. The Regents, in making itemized allotments during the fiscal\n\nyear, may reserve an amount sufficient to meet a reasonable failure\n\nof revenue until receipt of notice from the Director of the Office\n\nof Management and Enterprise Services that the realization of\n\nestimated revenues indicates that the total appropriation may be\n\nallotted for expenditure. Upon receipt of notice from the Director\n\nof the Office of Management and Enterprise Services of a necessary\n\nreduction in the consolidated, or lump sum appropriation, to meet a\n\nfailure in revenue, the Oklahoma State Regents for Higher Education\n\nshall immediately take action to control the approval of subsequent\n\nallotment requests sufficient to make the aggregate reduction in\n\nallotments of all constituent institutions under their control equal\n\nthe amount of reduction ordered against the lump sum appropriation\n\nmade by the Legislature.
