Stat. tit. 62, § 62-34.60","heading":"Form and manner of issuing vouchers - Waiver","body":"The State Treasurer shall prescribe the forms and manner of\n\nissuance of vouchers against agency clearing accounts and agency\n\nspecial accounts in the State Treasury. All vouchers drawn against\n\nagency clearing accounts and agency special accounts shall be signed\n\nby an authorized person designated by the administrative authority\n\nof the agency and countersigned by the principal fiscal officer of\n\nthe agency or another person specifically designated by the\n\nadministrative authority. Provided, the State Treasurer may waive\n\nthe counter signature requirement if an agency certifies that\n\ncontrols are in place and will be followed to prevent the\n\nunauthorized issuance of its vouchers and if the vouchers are\n\ngenerated and signed by automated processes.
