The State Treasurer shall be the disbursing agency of the\n\nstate and shall draw either checks or warrants payable at the State\n\nTreasury, in payment of all claims, including payrolls, against the\n\nstate which shall be paid out of the Treasury, as follows:\n\n1. Each check or warrant shall specify the date of its issue\n\nand the name of the person to whom payable; and\n\n2. For each check, or warrant, issued by the State Treasurer,\n\nthere shall be a record which shall specify the gross amount, the\n\namount of withholding, if any, and the net amount payable to the\n\npayee.\n\nB. At the end of each month the State Treasurer shall report to\n\nthe Director of the Office of Management and Enterprise Services in\n\nsuch form as the Director shall prescribe, all checks or warrants\n\nissued during the month.\n\nC.
