The State Treasurer shall write checks or warrants in\n\npayment of claims and payrolls certified to the State Treasurer for\n\npayment by the Division of Central Accounting and Reporting or:\n\n1. The Department of Human Services;\n\n2. The Department of Rehabilitative Services;\n\n3. The State Department of Health;\n\n4. The Department of Transportation;\n\n5. The State Department of Education;\n\n6. The Oklahoma Department of Career and Technology Education;\n\nand\n\n7. The institutions within The Oklahoma State System of Higher\n\nEducation.\n\nB. The State Treasurer, within such limitations as the State\n\nTreasurer may prescribe, may authorize the Director of the Office of\n\nManagement and Enterprise Services and the entities specified in\n\nsubsection A of this section to issue the checks or warrants for\n\npayment of claims and payrolls that have been certified by the\n\nrespective agency.\n\nC. The Director of the Office of Management and Enterprise\n\nServices and the entities specified in subsection A of this section\n\nshall provide the State Treasurer a register of each payment for\n\neach check or warrant issued. To protect against fraud, information\n\ncontained within the register of checks or warrants shall not be\n\nsubject to the Oklahoma Open Records Act until the earlier of:\n\n1. Such checks or warrants are submitted for redemption; or\n\n2. Such checks or warrants are cancelled by statute.\n\nD. In lieu of checks or warrants:\n\n1. The Director of the Office of Management and Enterprise\n\nServices may, with the concurrence of the State Treasurer, settle\n\ninteragency claims by transfer entry; and\n\n2.
