Stat. tit. 62, § 62-34.69","heading":"Payroll Fund – Web-based access to employment and","body":"compensation information.\n\nThere is hereby created in the State Treasury a Payroll Fund\n\nwhich shall be used by the Director of the Office of Management and\n\nEnterprise Services and the State Treasurer to issue a consolidated\n\npayroll for each agency of the state. Payrolls of state agencies\n\nshall be charged against the Payroll Fund created herein. Each\n\nstate agency shall prepare summary distributions of the amounts of\n\npayrolls to be charged against each fund within the State Treasury\n\nand the Director shall transfer monies from each fund in the State\n\nTreasury to the Payroll Fund amounts as shown on payroll\n\ndistribution summaries, and shall charge such amounts to the account\n\naffected thereby.\n\nB. As of July 1, 2010, the Office of Management and Enterprise\n\nServices shall make available and each executive state agency shall\n\nmake available to all state employees a centralized web-based system\n\nto access their personal employment and compensation-related\n\ninformation. The provisions of this subsection as it pertains to\n\nexecutive agencies may be waived by the Director of the Office of\n\nManagement and Enterprise Services in the event that lack of timely\n\naccess prevents employees from utilizing the centralized system. As\n\nused in subsections B, C and D of this section, \"executive state\n\nagency\" shall mean any state agency, authority, board, commission or\n\nother entity organized within the executive department of state\n\ngovernment. Executive state agency shall not mean any government\n\nentity organized or created within the legislative or judicial\n\ndepartments of state government.\n\nC. Except for institutions within The Oklahoma State System for\n\nHigher Education, executive state agencies converting to a multi-\n\nmonthly payroll system shall consult with the Office of Management\n\nand Enterprise Services on the timing of the agency's conversion.\n\n1. All state employees hired during the six (6) months prior to\n\nan executive state agency's conversion to a multi-monthly payroll\n\nshall be placed on either the biweekly payroll system or\n\nsupplemental payroll upon the date of hire.\n\n2. In the six (6) months prior to an executive state agency's\n\nconversion to multi-monthly payroll, the executive state agency\n\nshall offer either multi-monthly or supplemental payroll to any\n\nemployee who chooses to participate. The provisions of this\n\nparagraph shall not apply to employees placed on the multi-monthly\n\npayroll pursuant to paragraph 1 of this subsection.\n\nD. Six (6) months prior to an executive state agency converting\n\nto the multi-monthly payroll system, it shall create employee\n\npayroll conversion banks for the purpose of providing a one-time\n\npayroll payment to an employee for the gap in payroll payments\n\ncreated by the conversion to the multi-monthly system.\n\n1. Each executive state agency shall allow its employees to\n\naccumulate funds up to a maximum of eighty (80) hours for the\n\nconversion bank from the following sources:\n\na. earned compensatory time, if the agency normally\n\nprovides its employees compensatory time,\n\nb. earned annual leave,\n\nc. earned sick leave up to a maximum of forty (40) hours,\n\nand\n\nd. shared leave as approved by the appointing authority.\n\n2. During the six-month period leading up to an executive state\n\nagency's conversion to the multi-monthly payroll system, all\n\nexecutive state agencies shall inform, in writing or by electronic\n\nmeans, all their employees of their leave and compensatory time\n\nbalances on a monthly basis.\n\nE.
