Upon the request of a state employee, a state agency\n\nshall make voluntary payroll deductions for the employee to any\n\ncredit union, bank, or savings association having an office in this\n\nstate.\n\n2. If the governing body of any county, municipality, or school\n\ndistrict provides for voluntary payroll deductions to a credit union\n\nserving the employees of the county, municipality, or school\n\ndistrict, it shall provide voluntary payroll deductions to any\n\ncredit union, bank, or savings association having an office in this\n\nstate which has a minimum participation of twenty percent (20%) of\n\nthe employees of the county, municipality, or school district.\n\nB. Upon the request of a state employee and pursuant to\n\nprocedures established by the Director of the Office of Management\n\nand Enterprise Services, a state agency shall make payroll\n\ndeductions for:\n\n1. The payment of any insurance premiums due a private\n\ninsurance organization with a minimum participation of five hundred\n\n(500) state employees for life, accident, and health insurance which\n\nis supplemental to that provided for by the state;\n\n2. The payment of any insurance premiums, other than the\n\npremiums due pursuant to paragraph 1 of this subsection, due a\n\nprivate insurance organization or service company with a minimum\n\nparticipation of five hundred (500) state employees for legal\n\nservices;\n\n3. Premiums or payments for retirement plans with a minimum\n\nparticipation of five hundred (500) state employees for retirement\n\nplans which are supplemental to that provided for by the state;\n\n4. Salary adjustment agreements included in a flexible benefits\n\nplan as authorized by the State Employees Flexible Benefits Act;\n\n5. Membership dues utilized for benefits, goods or services\n\nprovided by the Oklahoma Public Employees Association to the\n\norganization's membership or any other statewide association limited\n\nto state employee membership with a minimum membership of two\n\nthousand (2,000) dues-paying members. For purposes of this\n\nparagraph, state agencies shall accept online or electronically\n\nsubmitted forms from the Oklahoma Public Employees Association and\n\nother state employee associations. The Office of Management and\n\nEnterprise Services shall develop and implement a verification\n\nprocess for online or electronically submitted forms which may\n\ninclude the use of electronic signature technology or other process\n\nas determined appropriate. In addition, the Office of Management\n\nand Enterprise Services shall provide an association representing\n\nstate employees with a reconciliation report once a month containing\n\ninformation related to the name, warrant number and warrant date of\n\nthose employees that have opted into the association's membership;\n\n6. Contributions to any foundation organized pursuant to 26\n\nU.S.C., Section 501(c)(3) of the Oklahoma Public Employees\n\nAssociation or any other statewide association limited to state\n\nemployee membership with a minimum membership of two thousand\n\n(2,000) dues-paying members;\n\n7. Payments to a college savings account administered under the\n\nOklahoma College Savings Plan Act pursuant to Section 3970.1 et seq.\n\nof Title 70 of the Oklahoma Statutes;\n\n8. Subscriptions to the Oklahoma Today magazine published by\n\nthe State of Oklahoma through the Oklahoma Tourism and Recreation\n\nDepartment; and\n\n9. The payment of any insurance premiums due a private\n\ninsurance organization, which is regulated by the State Insurance\n\nCommission, for an Oklahoma Long-Term Care Partnership Program\n\napproved policy pursuant to the Oklahoma Long-Term Care Partnership\n\nAct.\n\nC. The administrative costs of processing payroll deductions or\n\nadministering salary adjustment agreements for insurance premiums as\n\nprovided for in subsection B of this section shall be a charge of\n\ntwo percent (2%) of the gross annual premiums for insurance plans.\n\nThe administrative costs of processing payroll deductions or\nved policy pursuant to the Oklahoma Long-Term Care Partnership\n\nAct.\n\nC. The administrative costs of processing payroll deductions or\n\nadministering salary adjustment agreements for insurance premiums as\n\nprovided for in subsection B of this section shall be a charge of\n\ntwo percent (2%) of the gross annual premiums for insurance plans.\n\nThe administrative costs of processing payroll deductions or\n\nadministering salary adjustment agreements for payments for\n\nretirement plans as provided for in subsection B of this section\n\nshall be one percent (1%) of the gross annual payments for\n\nretirement plans. These charges shall be collected monthly from the\n\nprivate insurance or retirement plan organization by the Office of\n\nManagement and Enterprise Services and shall be deposited to the\n\ncredit of the General Revenue Fund. Provided that these costs shall\n\nnot be collected from state employees or state agencies unless\n\notherwise directed in the Oklahoma State Finance Act.\n\nD. Any statewide association granted a payroll deduction prior\n\nto January 1, 2008, shall be exempt from the minimum state employee\n\nmembership requirement.\n\nE. Approval of a payroll deduction or salary adjustment\n\nagreement for any insurance organization, line of coverage or policy\n\nshall not be construed as an assumption of liability, for the term\n\nof policy or the performance of the insurance organization, by this\n\nstate, or any of its agencies or any officer or employee thereof.\n\nContracts for such insurance shall be in all respects subject to the\n\ninsurance laws of this state, and shall be enforceable solely\n\npursuant to such laws.\n\nF. The Oklahoma Employment Security Commission is authorized to\n\ndeduct from the wages or salary of its employees the employees'\n\ncontribution to the Oklahoma Employment Security Commission\n\nRetirement Plan.\n\nG. Payroll deductions shall be made for premium payments for\n\ngroup insurance for retired members or beneficiaries of any state-\n\nsupported retirement system upon proper authorization given by the\n\nmember or beneficiary to the board from which the member or\n\nbeneficiary is currently receiving retirement benefits.\n\nH. Upon request of instructional personnel employed at either\n\nthe Oklahoma School for the Blind or the Oklahoma School for the\n\nDeaf and pursuant to procedures established by the Director of the\n\nOffice of Management and Enterprise Services, the Commission for\n\nRehabilitation Services shall make payroll deductions for membership\n\ndues in any statewide educational employee organization or\n\nassociation.\n\nI.
