It shall be unlawful for any state agency to make payroll\n\ndeductions on behalf of a state employee for membership dues in any\n\npublic employee association or organization or professional\n\norganization that on or after November 1, 2015, collectively\n\nbargains on behalf of its membership pursuant to any provision of\n\nfederal law.\n\nB. For purposes of this section:\n\n1. \"State agency\" means any office, officer, bureau, board,\n\ncounsel, court, commission, institution, unit, division, body or\n\nhouse of the executive or judicial branches of the state government,\n\nwhether elected or appointed, excluding political subdivisions of\n\nthe state.
