The Department of Human Services may establish an\n\nencumbrance and preaudit system for settlement of claims relating to\n\npublic assistance, social service benefits and medical benefits to\n\nor for persons eligible under applicable federal laws and rules,\n\nOklahoma Statutes, and policies established by the Oklahoma\n\nCommission for Human Services. The following programs shall be\n\neligible for this procedure:\n\n1. Aid to Families with Dependent Children;\n\n2. Aid to Aged, Blind and Disabled;\n\n3. Medical Assistance;\n\n4. Day Care;\n\n5. Refugee Resettlement;\n\n6. Low Income Heating and Energy Assistance;\n\n7. General Assistance;\n\n8. Crippled Children;\n\n9. Social Services under Title XX of the U.S. Social Security\n\nAct, 42 U.S.C., Section 301 et seq.;\n\n10. Adoption Subsidies;\n\n11. Foster Care;\n\n12. Medical Examination;\n\n13. Area Agencies on Aging;\n\n14. Any contract for service for which the Office of Management\n\nand Enterprise Services has approved as qualifying for a fixed and\n\nuniform rate pursuant to Section 85.7 of Title 74 of the Oklahoma\n\nStatutes;\n\n15. Sheltered Workshops;\n\n16. Contracted Group Homes;\n\n17. Rehabilitative Client Interpreters;\n\n18. Rehabilitative Client Drivers; and\n\n19. Maternal and Child Health Services Block Grant.\n\nB. Prior to inclusion in this procedure, the Department of\n\nHuman Services shall provide to the Director of the Office of\n\nManagement and Enterprise Services, for approval, detailed listings\n\nof the type of payments to be made for each of these programs\n\nspecified in subsection A of this section.\n\nC. The Department of Human Services shall provide the Director\n\nof the Office of Management and Enterprise Services a daily report\n\nof the dollar amount of claims settled and checks or warrants\n\nissued, the dollar amount of checks or warrants canceled, and the\n\ndollar amount of checks or warrants canceled by statutes.\n\nD. The Department of Human Services and the Director of the\n\nOffice of Management and Enterprise Services shall jointly establish\n\na system for the settlement of claims, except for payroll, by the\n\nDepartment of Human Services.
