The Oklahoma State Regents for Higher Education and the\n\nDirector of the Office of Management and Enterprise Services shall\n\njointly establish a system for the settlement of claims, except for\n\npayroll, by institutions of The Oklahoma State System of Higher\n\nEducation. The settlement system shall include policy, procedures,\n\nand performance criteria for participation. The State Regents may\n\napprove or disapprove the participation of any institution or other\n\nentity of the State System in the claims settlement system.\n\nB. The Department of Education and the Oklahoma Department of\n\nCareer and Technology Education may establish a preaudit and\n\nsettlement system for claims and/or payments of state-funded\n\nassistance to school districts and institutions within The Oklahoma\n\nState System of Higher Education.
