The Governor shall have discretion to issue a deficiency\n\ncertificate or certificates, for the benefit of any agency of the\n\nstate, if the amount of such deficiency certificate, or\n\ncertificates, is within the limit of the current appropriation for\n\nthat agency.\n\nB. The State Treasurer shall issue warrants to the extent of\n\nsuch certificate or certificates for the payment of such claims as\n\nmay be authorized by the Governor.\n\nC. Such warrants shall become a part of the public debt and\n\nshall be paid out of any money appropriated by the Legislature and\n\nmade lawfully available therefor.\n\nD.
