Stat. tit. 62, § 62-34.96","heading":"Legislative Oversight Committee on State Budget","body":"Performance.\n\nA. There is hereby established the Legislative Oversight\n\nCommittee on State Budget Performance. The purposes of this\n\ncommittee shall include oversight of the implementation of a system\n\nof program performance-based budgeting for implementation by state\n\nagencies.\n\nB. The Committee's duties shall also include:\n\n1. Development of agency budget request forms and instructions\n\nin conjunction with the Office of Management and Enterprise\n\nServices;\n\n2. Directing studies to aid in the development of legislative\n\nand procedural changes to further improve the budgetary, financial,\n\naccounting, reporting, personnel, and purchasing processes and\n\nsystems of the state;\n\n3. Direction of program evaluation and management studies;\n\n4. Oversight and reporting on executive branch compliance with\n\nthe legislative intent of appropriation measures. Such oversight\n\nand reporting duties may include:\n\na. agency reorganization actions,\n\nb. executive orders calling for reduction of full-time-\n\nequivalents or hiring freezes, and\n\nc. transfer of funds by the executive branch;\n\n5. The development of revenue and expenditure estimates and\n\nanalyses;\n\n6. Study of the management, operations, programs and fiscal\n\nneeds of the agencies and institutions of Oklahoma state government\n\npursuant to the Oklahoma Program Performance Budgeting and\n\nAccountability Act;\n\n7. Review of the executive budget, agency strategic plans and\n\nthe estimate of needs of each state agency and institution. Reports\n\nmay be issued by the Committee as it deems appropriate; and\n\n8. Implementation of an ongoing evaluation review procedure of\n\nexisting programs based on performance-informed budgeting techniques\n\npursuant to the Oklahoma Program Performance Budgeting and\n\nAccountability Act. The committee in cooperation with the Office of\n\nManagement and Enterprise Services shall establish a schedule to\n\nreview strategic plans and existing programs for each agency a\n\nminimum of once every four (4) years. The committee shall issue an\n\nevaluation report for each agency once every four (4) years which\n\nwill include but not be limited to the following information:\n\na. a review of the agency's programs, performance and\n\nmanagement,\n\nb. whether the agency has demonstrated that there is a\n\nneed for the services and programs which justifies the\n\nagency's continued existence,\n\nc. whether the agency is the most appropriate provider of\n\nthe programs and services furnished by the agency.\n\nC. Any reference in the Oklahoma Statutes to the Joint\n\nLegislative Committee on Budget and Program Oversight shall be a\n\nreference to the Legislative Oversight Committee on State Budget\n\nPerformance.\n\nD. The Committee shall be composed of three members appointed\n\nby the President Pro Tempore of the Senate, three members appointed\n\nby the Speaker of the House of Representatives, two members by the\n\nminority leader of the Senate and two members appointed by the\n\nminority leader of the House of Representatives. The Chair and Vice\n\nChair of the Committee shall rotate every two (2) years between the\n\nSenate and the House of Representatives beginning with a Senate\n\nmember serving as Chair in 2003. The Committee shall meet at least\n\nfour (4) times per year and at other times as called by the Chair.\n\nThe Legislative Oversight Committee on State Budget Performance\n\nshall function as a committee of the Legislature when the\n\nLegislature is in session and is not in session. Each member of the\n\nCommittee shall serve until a successor is appointed. The duties of\n\nthe Committee may be performed by the Appropriations Committee of\n\nthe Senate and the Appropriations and Budget Committee of the House\n\nof Representatives or subcommittees thereof.\n\nE. The Committee shall be staffed jointly by the staff of the\n\nfiscal divisions of the Senate and the House of Representatives.\n\ncessor is appointed. The Committee may make use of all available teleconferencing\n\ntechnology to facilitate meetings of the Committee when the\n\nLegislature is not in session. The Committee shall take any\n\nappropriate action to make such teleconferenced meetings comply with\n\nthe provisions of the Oklahoma Open Meeting Act, Section 301 et seq.\n\nof Title 25 of the Oklahoma Statutes.\n\nG.
